Get that fuel pressure down to 2psi.  The Holley Red is overkill on a 1300 cc
engine.

You need to centralize the jets, that is why the piston is sticking.

Back off the jet holder nut (not the adjusting nut) till the piston falls
freely, then retighten.  Check it again, repeat as necessary till the pistons
have totally free movement.

No way to adjust the mixture accurately untill the pistons work properly.
