[Roadsters] '70 2000 on BAT

[RWM]

New York has no operating limitations on over-25 year-old 'HISTORIC' 
registered vehicles, doesn't require emissions testing, only annual 
safety testing, but 'HISTORIC' vehicle insurance polices do have mileage 
and use case limits, some with owner-specified limits and 
insurer-pricing to match.
