 All the pad should make contact regardless of their thickness, sounds like your rotors are too thin and the calipers max out before full contact is made.FYI, White Post quotes $220 per caliper for rebuild/restore.  $85 per Rear Wheel Cylinder for Rebuild/Restore and $80 per set of Front Pads.

We looked at the pads and rotors today.  from looking at the rotors, even though the calipers are compressing and making contact, it looks like less than half of the brake pad is actually making contact with the rotors.

  

So new pads are on order.
