You don't rebuild rotors; you replace them, but first you need to measure
the thickness to see if they're at or below minimum. From the 311s.org
TechWiki:
"New rotors are approximately .433" thick with a minimum thickness of.413"."
I don't recall if you said you replaced the front pads and when or not, or
how thick they are, or whether they're soaked in brake fluid, etc., etc.,
etc.
Have you removed the calipers to a) check the pads, and b) see if the
pistons are frozen? When I removed my wheels to investigate my lack of
braking power, I could easily tell my caliper pistons were frozen in the
retracted position. I definitely had rear brakes only. How could I tell?
Because the rotors had a nice, unmolested covering of rust instead of wear
where the pads press against the rotors. Your rotors may not be so obvious,
but you won't know until you check. Mine were also below minimum thickness;
way below, like .389"!!!!
Sometimes the calipers can be rebuilt easily by you. The seal kit
(D1ABBM-73425) is about $50 from Nissan. If you cannot do them yourself, you
can consider sending them to White Post Restorations in Virginia or Karp's
Brake Service in California. Be aware that both vendors are backlogged
and/or slow to respond due to Covid-19.
You might also tell us where you're located. Perhaps another roadster owner
is nearby to help and/or advise.

Some had advised me to find a gravel road and see what I could discover.
Honestly there really are no gravel roads around here.
I tried today pumping the pedal. No difference
But then I got it up to 40+, took it out of gear and stomped the brake pedal
with everything I had. The right rear pretty much stopped. Did it again,
and both rear wheels left some rubber.
Clearly, as I had suspected, I have no front brakes. But when I bleed the
fluid flows on all four corners.
So where is the best place to have the front rotors rebuilt???
