[Roadsters] What is this

Yep its a Simca.   French built but Italian in style.  There was a dealer for them in N VA back then.  Worked on one way back in high school as a friend of mine had one.  Rear engine and RWD but otherwise nothing like a corvair.  Simca was water cooled and the one I helped keep running was around 1200cc, with a four speed. Once tuned it up ran alright,  just not very exciting to drive and as expected sorta tinny.  A VW bug of the era felt a bit more solid.   

That one actually looks to be fairly complete so someone in the simca world (if that exists) would love to rework it to its former mediocre glory...
