[Roadsters] rear shock plate, lip down

I think I know the one you mean, and lip up, if it goes all around, would gap the plate to the bottom leaf, which you do not want.
So lip down will keep plate and leaf in intimate contact.  Lip up would be an opportunity to hold water and dirt as well, which should be avoided.
Why the lip?  Hmm, it'd make it stiffer than just a flat plate, can't think of another reason. (facilitate some assy line tool?)
