I'm pretty sure it is a repro. There should be two wells for stickers,
and a year of issue stamped into the right well (either the year or
always a '63', I forget which)

At a recurring as well as initial charge, unfortunately. $45 application
fee and additional annual renewal or retention fees.
You also need the correct year sticker on the plate, based on model
year of the vehicle. I don't fully understand this part of the law, as the
year sticker presumably gets covered up by the current sticker (and
if you follow their advice on removing the previous stickers, the original
would have been peeled off years ago anyway).

Stolen from another web page (and I found some conflict in this info so
don't trust it completely): plates beginning with the following letters
generally correspond to the year of issue: ABCD= 1963, EFGHI=1964,
JKLMN=1965, OPQRS=1966, TUVW=1967, WXYZ=1968-69

Also, when CA issued the yellow-on-black in '63 they required the
return of existing plates, but there was a multi-year grace period.
So you'll see random letters on pre-63 vehicles, based on when
the vehicle owner finally exchanged their plates (my dad's '53 had
plates starting with K)

And as concerns the car itself:
I shouldn't throw stones, but for almost $16k I'd expect to have all the
dash knobs in place :-)
