Halfway down this page I have pics showing how to easily make the part with 
a piece of sheet steel and a couple of weld-nuts from Ace hardware:

asking about a patch panel, I assume you can ( or know someone who can ) 
weld.  From the ones I've seen, the rounded portion toward the front usually 
doesn't rust, just the part that was in contact with or close to the fender.
