[Roadsters] Intake manifold question

My intake manifold (early 67 roadster) has matched holes on each side which 
are filled in by a bolt.  seemed random but I never really investigated it.

I just saw another manifold which has what I am assuming to be a hose 
assembly which apparently acts as a kind of balancer between the two.

is there a compelling reason to do it one way or the other?  does it matter?
