Ken,

All of the above, I think.  I can't remember whether I had the starter on 
the car when I put the engine back into my '67-1/2 2000 a couple of years 
ago, but I'm pretty sure I did.  The carbs, exhaust manifold and oil pan 
were all definitely in place.
