 The horns only require 12V and ground to operate, however connecting
them straight across a battery is not a good idea.
 At least use a fused supply or you might do some arc welding!
 The relay is fitted to relieve the horn button and associated wiring
from a high current load.
 If you have a Multi meter, check the horn for continuity.
 If the contact points are high resistance or open circuit, you should
still read some resistance due to the spark quench resistor that is
connected across the horn contacts.
 If they are bolted together then they can be dissembled and repaired.

 they did not work. I have documentation stating a mechanic 30 years
ago put a
 horn button on the steering column and put in 2 horns on the
firewall. Those
 horns work and are probably run thru the relay. The original ones
were
 disconnected which are the 2 thatB I want to have repaired.
