Hobby shop white enamel should work as well, followed by polising the upper
surfaces. Should be more durable, also.
Don't know much about the console surrounds on high-windshield cars, but I
suspect it was originally chromed, then perhaps portions were bead-blasted
to dull the surface. That's what was done with the ash tray surrounds on
low-windshield cars.
