[Roadsters] early 67 low windshield windshield frame

If you're talking about rather small holes at the top of the windshield
frame "side rails," I believe those are for rivets to hold the top of the
door weatherstrip in place.

no, that is not a typo.  and this is not a test.  if this were a test . . .

anyway, on the low windshield cars, there are extra holes in the outside 
piece that the weatherstripping attaches to.  do i need to put anything in 
these?  and that piece uses the frame screws for attachment?
