Check to make sure that both valves are closed on cylinder #1 when the rotor
is pointing at plug wire #1. If they are open, that means the distributor
has been installed 180 degrees out.
The quick fix to check that would be to switch all the spark plug wires to
the opposite posts and try starting it.

YUP. All of that is done.
As I'm looking at this thing I'm starting to think perhaps the guy who
built the motor may have put something in off a tooth.... It just
doesn't seem right.
