Tim, I assume you are referring to the three bolts that the front guard is
held on to the "A" pillar?
They screw into a captive thread set into the pillar.
If you can't get them to turn there is really not much alternative to
beheading them.
Yes, they enter the boxed in "A" pillar, no access to speak of from the
interior of the car.
 

I am trying to remove a front quarter from a basket case part car I just
got. 
Any way, I, FOR THE LIFE OF ME, cannot see how to remove the three bolts
just in front of the A pillar. Am I missing something here? Or is that a
totally enclosed space?
