Me too, my motor is set to 20 BTDC at idle, re-curved to 36 max & no
Vac-advance.

I've seen this behavior and it was a case of insufficiently advanced
timing, in most cases set to "smogged" factory TDC.
Presumably this is a no-smog distributor, so should be set to 20 BTDC.
Is the Solex starter circuit works properly, OAT shouldn't matter much.
