[Bricklin] Hub Centric or Lug Centric

The hub is not guaranteed to be centered. If a shop tries to hub balance the
wheels they won't be balanced right when mounted on the car. They may also
appear to be out of round. They need to be balanced on a machine that will
mount them by the lugs rather than the hub.

It is not so much a defect as just a different way of doing things. Even
today, some cars have lug centric wheels. Hub centric is far more common
though.
