[Alpines] Electric Fuel Pumps on Alpines

Curt and I had a lengthy discussion of this thirty years or so ago.

The rule on electric fuel pumps is to keep them
at the bottom point of the fuel feed.  That is,
figure out the lowest point in the fuel line, and
that is a likely spot for the pump.  It is better
close to the gas tanks but the controlling factor
is that it be as low as possible.
