That’s usually caused by pushing the choke back in without twisting it back to unlock it first. 90 degrees seems like too much to have to turn to lock the choke. I don’t remember that it takes that much to lock the choke but I’d guess the “friction” surfaces (I think it’s basically using a cam type movement) wore out slowly to get to the 90 degrees, so maybe it’s just worn out from use. Keeping a clothespin handy is a short term solution I’ve seen.
