 Richard,What kind of penetrating oil are you using? If you can get your hands on some Kroil it has always out performed for me. Also trying to exercise the mechanism as soaks at intervals can help break any bond that years of no movement can form.  I am taking on my TR6 seats once the weather breaks here in Michigan.

I even with the upholstery and foam off and soaked in penetrating oil, mine
wouldn't move. :-(
