I would think it would depend on what you wanted to do with the car ... for
Concours ... it would need to be painted, not necessarily undercoated. For
Show and shines, whatever your budget allows. For a Driver ... I would do
(b) ... depending on where you are, in California ... just paint ... in
Minnesota ... undercoat.
Probably doesn't help your dilemma, but at least things you might consider
...
