Not by any definition I've ever seen.
A fully optioned car is not over-restored.
A car painted in thick wet-look clear coat that was never available when the
car was new is over-restored.
A car with a chromed air filter or brake booster - or any other part chromed
that wasn't originally - is over-restored.
A car with leather upholstery that originally had vinyl is over-restored.
A car with factory overdrive or factory hard top, even though it may have
left the factory without them, is NOT over-restored. Those items could have been
added by the dealer.
