Make sure the throttle is wide open when you do the test, this also 
affects the reading. Did you take the readings before the head was 
redone? If the reading is low in all cylinders (with in 10psi of each 
other) I would lead toward either incorrect testing or possibly a bad 
gauge. You should get 110 or better.
