Bob,
I just turned the bolt around and used a new nyloc.  The way I look at  it if 
one comes out but not the other you are likely to find yourself in the  same 
body of water without a means of propulsion.  
I don't know that that was the reason they did it that way.  I think  it was 
more just to piss you off.
