[6pack] Washer bottle bracket attachment points ?

Sorry, yet another "what is this supposed to look" like question..

This link is a picture of my current washer bottle bracket. It is attached by
one bolt into a threaded rubber plug and by two screws into the panel. The
other two holes that look they were meant for two more  threaded rubber plugs
have been blanked off with grommets.

Was there a reason that this bottle has to be moved over or was this just a
creative solution by a PO  to lost or worn out mounts ?
