This reminds me of an experiance that I had in about 1961 or '62 when the 
SCCA rule came out requiring a 3/16" dia. hole in the rollbar. It was at Mid 
Ohio 
and the guy who inspected my car was measuring the diameter of the hole. No 
attempt was made to check the wall thickness.
