This website seems to have very little real info on Webers.

There is a way to check the float level through the jet
inspection cover on top. You remove the main jets and measure
the distance from the top of the main body (not the cover) to
the middle of the meniscus formed by the fuel in the main jet 
hole. The only problem is, I can't remember the &^%#$# number.
;=( You are supposed to let the car idle a few seconds with
the mains removed, then shut it off and take the measurement
with a depth gauge. It helps to have a light mounted almost
directly over the hole, or somebody holding it. This is a
tricky measurement to take, which is why the usual method is
to measure the float position with the main cover off.
