Chad,

In California, to the best of my knowledge, your race car won't have to be
titled if the tires never meet the pavement of a public road.  This means that
you trailer the car to race events, like you would a formla VW or any race car
that isn't (and never could be street legal.)  There is no age breakoff that I
know of.  All cars in CA used on public roads must be licensed and insured.  I
will probably get flammed, but that it as I know it.
