Yes they did, but it's only 25 years to start. So the *good* years are
1973 and earlier.  Then in 2003, it becomes a sliding 30 year window.

This bill I think does away with the $35 one time exewmpetion for
new cars, and makes it $5 for skipping 2 test (2 year and 4 year)
  
It passed the Senate. Now to the Governor for signature. Keep the pressure
on Pete Wilson to sign.
