I think you will find they are insulators not conductors of heat (heat 
sinks). As the material wears down, heat is transmitted to the backing 
plates and calipers faster, since the thickness of the insulator is less.
Properly, the heat should be confined ot the disk where it is radiated 
fastest. The caliper and brake cylinders should be insulated as well as 
possible for best performance.
There were experiments with ceramic bases on pads for insulation before 
carbon fibre became popular.
