[TR] Lucas Starter Slip

Dusting off the TR3 and dreaming about the day when the snow melts, I tried
to give the starter a go.  Well, The starter engaged but motor did not turn
over(or just barely).  I know the starter motor was turning as I could hear
it, working under a load, and feel it.   This is not a case where the one
plugs fires and kicks the pinion out and the starter spins free.

What should I look for when I pull the head off the starter?  Is there a set
screw or a keyway that secures the pinion to the shaft?  I see most of the
parts in the Moss catalog are N/A, is there a source for replacement parts?
 
Is it possible that the ring gear is slipping around the flywheel (oh,
please no)?
