Balancing the fan is covered starting on page 9 of section C, "27. To
assemble fan for balancing"

The balance piece is listed "as required", so in some cases it's not
required. When I went through this last year, my fan seemed to be OK
without the balance piece (though my balancing jig might have just not been
sensitive enough).
