One trick is to use a plain nut instead of a Nyloc to initially seat the
taper.  Torque it down, then remove it and install the Nyloc.

Or, what I usually do is stick a big pry bar between the tie rod end and
whatever is convenient, to force the taper together long enough to tighten
the nut.
