It's the seals on the shuttle.  The switch is not designed to seal against
fluid at all.

Probably, but depends somewhat on which PDWA you have, and what lengths you
are willing to go to.  Rebuilding the later type PDWA is covered at the
bottom of the article at

I've attached an article on one method of rebuilding the earlier type (which
of course won't make it through the list).
