That style bulb has an indexed (offset holding pins) double contact bayonet
base. If you hold the bulb sideways by the glass portion to the right with
the holding pins showing on the sides, the contact closest to you is the
brighter filament. But that is hardly any easier than touching a battery
power lead while holding the base to chassis ground.
