2138CC sleeve retainers

As I tear into our TR-4's engine and remove the head, how many sleeve
retainers do I need to fabricate, 2 or 4?  Looking at the manuals I have it
shows them between pairs if sleeves.  Do they go one between 1&2 and one
between 3&4, or does one go on each side of the pair, two between 1 & 2, and
two more between 3 & 4?
