handbrake "fix"

Listers,

In Mr Williams book he shows a simply method of adding a short extension to 
the arm where it goes into the rear brake drum.

This extension increases the leverage and soooo...... the ability for the 
brakes to be pulled but assumes that the brakes are working well.
