The point of adding a swaybar is to increase roll stiffness. "Too small"
means the car would handle better with more roll stiffness. How much
stiffness a particular bar will add depends on a lot of things, including
how stiff the mounting bushings are, where it is attached to the suspension,
and what diameter the bar is.
