If many parts on the car have been changed and/or the history is unknown, the 
first step is to center the rack.  The best way is to remove the tie rods 
from the spindles then turn the steering wheel clockwise.  Count the turns 
required to go fully counter clockwise, take half of this number.  Finally, 
turn the 
wheel clockwise that amount.

Remove the steering wheel and "clock " it to the proper center position.

Re attach the tie rods and make a rough toe adjustment.  Turn the steering 
wheel to center.

Adjust caster and camber.

Make final toe adjustment then:  

Measure the wheel base on both sides and turn the tie rods in opposite and 
equal directions.

OR

Use a string that is parallel front to rear, measure from the string to the 
wheel making sure the amount of toe on the left matches the right.

OR


Drive the car to make sure the wheel is centered ( if it is not, turn the tie 
rods in opposite and equal directions. )
