The one that has worked for me on two or three occasions is:

"I wasn't overtaking traffic"

Of course, that's only because I hadn't reached that traffic yet when I
was pulled over, but it did work.

OTOH, I was here in California driving a toyota tercel with out of state
plates (Louisiana of all places) and was pulled over and cited for doing
70mph on I-5 under perfect weather conditions. I was in the far right
lane. Go figure.
