One thing that eBay has figured out.  If a seller just changes his name
there is a record of the change and any old feedback follows the seller
(or buyer).  However, if they signup completely with a new name, new
credit card, new everything (0 feedback) then FT's comments apply.
Those that want to scam know the rules/techniques so...

The seller/lister is told by his "Attorney" to change I/D quite often,
like
moving around and then hard to identify, then keep on pumping the lies
out
