Basically, the torque isn't all that critical here, but getting the cotter
pin in, is.  The wide range is so the holes will line up somewhere in the
range, IOW it takes another 14 ft lb to turn the nut 1/6 turn past 26 ft lb.

Personally, I use Nylocs here, but I replace them every time I have it
apart.
