Charlie,

If I was rebuilding a TR3 engine, I would use BLUE MAX. It is silicone 
based. I have used it on my '74 T140V and it does make a great seal. Now 
I have a british bike with no oil leaks. Used to be impossible.Also when 
removing gaskets, nothing is easier. There is another silicone based one 
that has copper and is red. It is used for higher temp applications. I 
used Permetex on my '58 TR3A but that was over 20 years ago. Great seal, 
but a pain in the but to get the old gasket off.
