If the carbs are closing correctly (no sticking linkage, bent throttle
shafts, etc) then I would check for a vacuum leak.

Hi folks,

After four months on jackstands, my TR3A is back on the road and running
great.  Only thing is, I cannot set the idle below 1,500 rpm.  The timing,
points, valves and plugs have been set, and I've attempted my first-ever
tuning of the carburetor.  Other than two verrrry slightly bent needles
(which are not currently sticking), everything looks good, save for the
plugs
indicate it is running somewhat on the rich side.  I have the idle screws
completely backed out for each carb, but I can't get the revs down.  It
seems
to run smooth and strong.  Any suggestions?
