Two stage is more efficient at higher pressures; twin cylinder single stage
is a waste unless you're working mostly around 40 psi. Of course, as usual,
the right stuff costs more.

Oiless units have the reputation for being noisy, and short lived. They
basically use a rubber diaphragm instead of a piston in a bore. But,
they're definitely less expensive for the same output so let your pocketbook
be your guide.
Tank size is mostly a consideration only if you're planning on running tools
that take more air than the compressor can deliver. In that case, you can
pump the tank up and use the tool for awhile on stored air (plus whatever
the pump will do). Each cubic foot is roughly 7.5 gallons, so even a 60
gallon tank is only 8 cubic feet. If you can pump that up to 180 psi, you
can get 4 cfm @ 90 psi (after a regulator) for about 2 minutes ...
