Fred, it's quite possible that the additional area is necessary to reduce
the pressure drop before the pump, because the pump has a fairly low lifting
capacity (not a whole lot of suction), and with a smaller diameter tubing,
might not have been able to pull fuel at a sufficient rate to maintain flow.
Think of it as you trying to suck liquid from a cup with a long, long straw.
If you provide a constant amount of suction, the smaller the diameter of the
straw, the less liquid arrives, and as the diameter of the straw is made
smaller, eventually nothing arrives, because the pressure drop is greater
than your ability to apply suction.
Of course, after the pump, the fuel is not only under pressure, but the run
is shorter, hence, a lower pressure drop, even with 1/4" tubing.
