Bubbles in fuel pump

Hi guys,
Just rebuilt an A.C. pump with a glass top. Noticed bubbles coming from that 
little oval port that you can see. I believe it's sucking air from somewhere 
- drove it around for about 10 minutes, it ran fine, took it up on the 
freeway and it started losing power.  Got off the freeway it ran fine again.  
Any thoughts?
