My thinking is that the duct is important in both scenarios. Maybe more so
at low speed and idle (as in stop and go traffic). The main function of the
duct is to funnel air through, as opposed to around, the rad. At slow speed
or at idle, the only thing moving air through the rad is the fan. As a
"sucker" it produces a low pressure area behind the rad which is filled by
the higher pressure air surrounding it, hopefully by passing through the rad
core. As fluids follow the path of least resistance, and the rad core is a
partial dam, it follows that air will just as likely (if not more than
likely) move around as opposed to through, the rad to fill the low pressure
zone created by the fan. The shroud, being impermeable, forces the air in
front of the rad to flow though it rather than around it.
Definitely install the shroud.
