The bolts should be an adequate ground, assuming the bellhousing and SM
flange haven't also been painted.  As a quick test, try running one of your
jumper cables from the battery ground terminal to the starter housing.  If
it now cranks normally, you're on the right track.

Harbor Freight sells a cheap DVM (digital voltmeter, which is really a
digital multimeter) for about $10 that IMO should be part of every Triumph
owner's tool kit.  It's durable to carry around in the trunk, and cheap
enough that it's not a disaster if it gets run over or something.
