Ed, from your description it's almost certain the generator is not charging.
To double check that it's the generator and not the control box or wiring,
disconnect the two wires from the generator, connect a jumper between the
two terminals, and a voltmeter between the one of the terminals (or the
jumper) and ground.  Start the engine and watch the voltmeter.  With the
engine just barely above normal idle, 750 rpm, you should see at least 15
volts on the voltmeter.  If not, the generator is bad (or not polarized, but
I don't see that as a possibility here).
